It’s official: Contactless payments may soon be restricted in these NZ regions

For years, Kiwis have grown used to tapping and going — from cafés and petrol stations to market stalls and even donation boxes.

But now, that habit could be coming to a halt in parts of the country.

It’s official: a government-backed financial review has recommended the restriction of contactless payment services in several regional areas of New Zealand, citing growing concerns over infrastructure reliability, cost to small businesses, and digital exclusion.

And if the proposal goes ahead, thousands of New Zealanders could soon find themselves needing to carry cash again.

Where and why?

According to the draft report released by the Ministry of Business, Innovation and Employment (MBIE), the proposed restrictions would affect “low-connectivity zones” — mainly rural and remote parts of:

  • The West Coast
  • East Cape and parts of Hawke’s Bay
  • Northland’s Far North
  • Pockets of the Southland and Otago hinterlands

In these regions, contactless terminals are often dependent on unstable mobile or satellite networks, making them vulnerable to outages and payment failures — especially during storms or emergency events.

“In some towns, a simple power cut or signal drop means every shop becomes cash-only within seconds,” says Irene Clarke, a business owner in Ōpōtiki.

“It’s scary how fragile the system really is.”

The problem with ‘tap fees’

Another major concern is the cost to small businesses. Every time a customer taps a card or phone, merchants are charged a transaction fee — often higher than for PIN-based or cash payments.

For low-margin shops in rural towns, these fees add up fast.

“We lose thousands a year just because people don’t carry cash anymore,” says Hemi, who runs a dairy in Kaikohe. “But if we refuse contactless, we lose customers too.”

The review recommends limiting contactless services during off-peak hours, offering incentives for cash-friendly transactions, and expanding access to offline-capable EFTPOS terminals.

Digital divide and community pushback

The proposal has sparked backlash from consumer groups, particularly among the elderly, disabled, and those in low-income areas who rely on mobile payments due to the closure of local bank branches.

“You can’t take away contactless and not bring back cash infrastructure,” says Miriama Tuwhare, a community advocate in Greymouth. “Many of our kaumātua don’t drive to the next town for an ATM. What’s the plan then?”

The Reserve Bank is currently investigating the long-term “resilience of cash” and is expected to release its own findings later this year.

What happens next?

The recommendations are now under consultation, with public submissions open until September 30th.

If implemented, restrictions could begin rolling out as early as mid-2026, starting with voluntary pilot programmes in selected areas.

In the meantime, MBIE is urging New Zealanders — especially those in affected regions — to prepare for a possible return to cash, and to support local businesses that offer both options.

Because in some parts of Aotearoa, the future of money might look a little more like the past.
